

It formed after warmer air was transported over a colder water that is sitting between the coast and the western wall of the Gulf stream. The 55 degree water cools the lower layer of air sitting just above the water to below the dewpoint. This makes the air saturated condensing out moisture into visable water droplets.
You can see a nice high-res photo taken from the MODIS imager onboard the TERRA satellite that flew over Jacksonville at 11:30 today.
